Overview
Holli Targan leads our Electronic Payments practice group and is a member of our Board of Directors. Holli specializes in credit and debit card processing, stored value, and payment systems law.
Holli counsels financial institutions and merchant acquiring, fintech, money transmitter, blockchain, and electronic fund transfer businesses on contractual and compliance matters. As an advisor to companies in the payments industry internationally, she provides strategic direction on merger and acquisition transactions. She also negotiates payment facilitator, independent sales organization, and BIN contracts and advises companies on card brand regulatory issues and on state and federal laws. She is widely recognized as a leading national authority on payments legal issues.
