Holli Targan

Holli Targan is a partner in the Southfield office of Jaffe Raitt Heuer & Weiss. She is Chairperson of the Firm's Electronic Payments Group, specializing in credit and debit card processing, stored value, merchant cash advance and payment systems law. Holli is currently blogging at www.electronicpaymentslaw.com.

Holli counsels financial institutions and merchant-acquiring, fintech, mobile payments, electronic fund transfer, stored value card, money transmitter, and cash advance businesses on contractual and compliance matters. As advisor to companies in the card processing industry internationally, she advises clients on strategic direction and merger and acquisition transactions, assisting in buying and selling portfolios and companies. She also negotiates independent sales organization, BIN, agent bank and association contracts and advises companies on regulatory issues and on state and Federal laws. She is a frequent author and speaker at industry forums, has received numerous industry awards and is a contributing author to The 1999 Guide to Smart Cards and Stored Value.

Ms. Targan earned her Bachelor's degree from James Madison College at Michigan State University and is a cum laude graduate of Wayne State University Law School, where she served as associate editor of the Wayne Law Review.
