Arthur practices in the fields of governmental affairs, administrative law and environmental law. He advises public and private entities in all aspects of compliance with environmental laws and regulations. He also negotiates agreements and orders resolving disputes with federal, state and local governments regarding a wide variety of laws and regulations. Arthur litigates cases relating to environmental liabilities including the federal superfund statute and its state counterpart. This included negotiating one of the first settlements with U.S. E.P.A. applying the EPA Policy for Municipality and Municipal Solid Waste CERCLA Settlements at NPL Co-Disposal Sites. He has obtained brownfield redevelopment tax credits for a number of clients and has successfully represented many businesses in disputes with the U.S. EPA and the Michigan Department of Environmental Quality. Arthur has authored a number of articles and has spoken on administrative and environmental law topics.
